This is a question related to place value - understanding that in the numeral 640, the 6 is worth 'six hundreds' and the 4 is worth 'four tens'. Understanding place value underpins so much mathematical understanding, especially recognising what happens when we multiply or divide by 10, 100, 1000 and so on.
If you know 8x4, then you know 8x40, without having to count 40 lots of 8!
